In spite of the disappointment that followed the various ‘short-cut’ attempts to implement primary health care (PHC), there is still a general consensus that PHC is a relevant and, indeed, an appropriate strategy for achieving health for all (HFA). This, therefore, calls for a need to develop an appropriate framework that would replace the ‘short-cut methods’ and that would also facilitate the implementation of PHC. The essence of this paper is to provide such a framework, which tries to resolve some basic issues before adopting a 'prescribed' organizational framework and overcoming major obstacles. It is our belief that, with the adoption and/or adaptation of this framework, countries could return to our intended destination of ‘Health for all’.
