A thermodynamically consistent nonthermal equation of state is presented for nuclear matter with monentum-dependent interactions in a state of anisotropic momentum distribution (expected in > 2 GeV/nucleon beam energy heavy-ion collisions). As an application we construct the phase diagram for deconfinement transition of interpenetrating nuclear-matter currents.
