For pt.I see ibid., vol.16, no.18, p.3305 (1983). The Demkov-Ostrovsky (DO) eigenvalue problem describes correctly the Madelung quantum number n+l of the periodic table and its degeneracy. It has been found that the DO equation is invariant under a group of transformations which is named Delta <sub>N</sub>*SU(2). In order to make a link between the group states and the actual dynamics of atomic electrons in the Aufbau chart, a transformation of the DO equation is necessary without changing the Delta <sub>N</sub>*SU(2) symmetry. The new formulation resulting from this transformation presents some important characteristics of atomic electrons thus the Delta <sub>N</sub>*SU(2) can be regarded as an approximate dynamical symmetry group of the Aufbau chart.
