A theoretical investigation indicates that pressure differences in low velocity water flows can be measured accurately by means of a standard air-type manometer in conjunction with twin reservoirs in which free surfaces are formed. Surface tension effects and zero creep due to rate of change of temperature effects are thereby greatly reduced. Experience confirms these conclusions and water velocities as low as 0.03 m s<sup>-1</sup> have been measured using pitot-static tubes.
