By a recursive method, a gyrokinetic equation is constructed which can treat both high and low frequency problems. This theory is valid for perturbations with arbitrary k<sub>perpendicular to </sub> rho . In addition it includes important nonlinear terms in its lowest order and permits straightforward extensions to higher orders. The relationship of the authors' theory to previous theories is discussed.
