The basic principles which apply to the authorisation of liquid radioactive wastes come from the dose limitation philosophy of the ICRP, especially optimisation and the observation of dose limits. Provided that critical group doses are low, the overriding principle is optimisation. This requires a balance to be found between numerous factors, some of them quantifiable, others not, but all calling for a high degree of skill in making careful judgements.
