dc.description Members of an h<sub>9/2</sub> band are identified by using known reaction data in conjunction with precise measurements of gamma -ray and conversion electron properties on doubly-mass-separated <sup>149</sup>Eu and singly-mass-separated <sup>149</sup>Pm. Similar bands in N=87 nuclei with Z=56-66 (<sup>143</sup>Ba, <sup>145</sup>Ce, <sup>147</sup>Nd, <sup>151</sup>Gd and <sup>153</sup>Dy, respectively) are shown to have properties consistent with the h<sub>9/2</sub> particle intruder bands in heavier odd-proton nuclei. When the properties of the N=87 nuclei are compared. The authors show that, as expected, the particle f<sub>7</sub>2/<sup>N</sup> and h<sub>9/2</sub> bands have less collectivity and increase in energy as the Z=64 subshell closure is approached. This trend is shown to be opposite to the decrease in energy of the known intruder S<sub>1/2</sub>, d<sub>3/2</sub> and h<sub>11/2</sub> states. Such opposing trends can be accounted for if the properties of the underlying even-even core nuclei are taken into account. These systematic properties are used to suggest the occurrence of small ground-state deformation in both <sup>143</sup>Ba and <sup>145</sup>Ce.
