The fluid equations for the 2 omega <sub>pe</sub> instability in an inhomogeneous plasma are formulated. The solutions are calculated numerically in the limit k>k<sub>0</sub> and I<or approximately=5*10<sup>14</sup> W cm<sup>-2</sup>, which are suitable for NRL experiments. Also unstable regions are mapped out as a function of irradiance, scale length and laser wavelength.
