A set of reduced equations is derived for the description of resistive fluid turbulence in the semicollisional and strongly collisional regimes, using the low- beta Tokamak ordering. The equations obtained conserve energy in the collisionless limit and in the linear approximation reduce to models previously used to investigate the stability of resistive ballooning and microtearing modes.
