The superconducting behaviour of highly disordered bulk electronic systems close to the metal-insulator transition (MIT) is considered. It is argued that these systems are frustrated even in the absence of a magnetic field. If disorder fluctuations are larger than some critical value a superconductor glass phase is predicted. Technically the results are based on Thouless-Anderson-Palmer-like mean-field equations that are derived to describe the proposed glass transition.
