The fluid-dynamical theory of nuclear collective motions is applied to the study of low-energy resonances with lambda >or=3 in spherical nuclei. To calculate energies of these modes, it is assumed that the flow fluctuations can be described by the toroidal field of local rotation. An analytic form is derived for eigenfrequencies, expressed in terms of nucleon density distribution and mean square velocity of single-particle Fermi motion. Computed energies agree reasonably with data on the low-energy octupole and hexadecapole resonances when the diffuse surface is taken into account.
