The rigidity of fixed step salary approaches to wage salary evaluation in school districts has resulted in problems which have caused widespread concern among educators. The primary focus of this study is the development of an effective alternative, based upon mathematical programming techniques, to the fixed step salary schedule. A prototype model was derived which considered nine factors in salary evaluation as well as imposed school district budgetary and salary hierarchal constraints.
