If I am a country and I want to find out a secret at a facility in the United States, rather than going through the complicated task of, firsthand, getting an inspection there, getting an inspector who is willing to be crooked, getting that inspector in the right place in the facility to pick up the information - you know, you can do it that way, but my assessment is you could get somebody to hang out at the local bar near the plant and pick up probably more information a lot cheaper than you can going through that convoluted procedure'.
