Planning for mental health can be seen as low priority by policy makers and planners in developing countries. The article describes experiences which led to the implementation of a child mental health programme within primary care in Sri Lanka. It highlights aspects of the planning process which may be relevant for the introduction of any new programme proposals within country situations where multiple demands are made on available resources, and service expansion is restricted due to scant funding and limited professional resources. |
