The partition function method of obtaining regularized energy moments of scattering phase shifts is extended to higher partial waves, for potentials V(r) for which ∫₀^∞ dr|V(r)| exists and V(r) is an analytic function of r² in a neighbourhood of the positive real axis. The first three moment relations are given for the p- and d-wave phase shifts.
