In a recent letter Loucks [1970] made a few interesting comments about the linear decision rule proposed by Revelle et al. [1969]. Loucks' first comment concerns the initial storage volume defined as a₀ · C; a₀ ≥ a_m, where a₀ and a_m are specified fractions. The release constraints for the first time period are given by (1)q1≤a0·C−b1≤f1where a₁, b₁, f₁, a₀, a_m, and C have the same meanings as defined by Loucks and Revelle et al.
