The Munich Institute was established for the service of the States of the Federal German Republic, with a special responsibility for the production of audio-visual aids for education. The Institute has been investigating the use of 8 mm. film since the early 'sixties, not only its various technical problems but also its possibilities and applications in the field of education. In this we have been encouraged by educationists in anglo-saxon countries, who have prophesied revolutionary results for this medium. As early as 1961 Luis Forsdale wrote in the SMPTE journal: ‘If the economic problems can be resolved favourably, as I think they can be, 8 mm film may help remake the uses of film in education so thoroughly that our present patterns will be mere memories in a generation.’
