IN A RECENT ARTICLE Kenneth Mladenka argues that service delivery is not used by the political machine in Chicago to reward supporters. Instead, he reports that service distribution policy is keyed to “past decisions, population shifts, technological changes, and reliance upon technical-rational criteria and professional values.” As he notes, his case study of Chicago joins other case studies of San Antonio, Houston, Oakland, and Detroit in certifying that bureaucratic rules control distributional outcomes.
