| dc.description | SummaryAlthough the land use planning system in England has a long history, planning in the countryside has failed. The concept of ‘directive planning’ is defined and the reasons for its absence explored. Mainly this is attributed to the non‐directive nature of English society and the state and the historical justification for this assertion is made. Recent trends in rural land use policy are then examined and the political principle of ‘voluntarism’ is analysed as a key element in explaining the nature of these policies. |
