AbstractRecent years have seen a major change in emphasis in the role of the comprehensive plan in the land use controls process. Courts and legislatures, paying heed to the requirement in the Standard Zoning Enabling Act that zoning be “in accordance with a comprehensive plan,” have mandated comprehensive planning by local governments. They also have required local land use control ordinances and actions to be consistent with an adopted comprehensive plan. This paper reviews these trends. |
