AbstractTransportation Systems Management (“TSM”) refers to a program for providing for the transportation needs of a jurisdiction by increasing the efficiency of existing transportation systems. TSM was originally designed as a prerequisite to federal grants for transportation improvements. In Pleasanton, California, however, TSM has evolved into a developer solicited citywide regulatory program affecting all developers, employers, employees, business parks, shopping centers, and office buildings. The Pleasanton TSM approach is designed to mitigate traffic congestion in the community by requiring participation of all contributors to the problem. This article explains how local jurisdictions are able to transform the typical opponents of such regulatory mitigation programs into their most vocal proponents and discusses what kind of regulatory TSM scheme can receive such broad-based support.
