AbstractIn 1987, the U.S. Supreme Court capped a decade of decision making in the field of land use regulation by issuing seven opinions dealing with various elements in the relationship between regulators and property owners, and the extent to which governmental action may impinge on the rights of property owners before encountering the barrier of the Fifth Amendment's just compensation clause. Not all observers agree whether the results were good or bad, but the ground rules were certainly altered.
