AbstractMontgomery County, Maryland, is facing some difficult choices. It is the same for thousands of local governments across the nation. Caught between the need for new and improved public infrastructuie, declining federal and state assistance, and residents' demands for lower taxes, local governments find their ability to respond to infrastructure requirements is severely limited. Thus, in any discussion about financing infrastructure, the premise has become that development must pay for itself.
