In an effort to cut child care costs, the Michigan Department of Social Services proposed a reduced length of stay policy for children in placement. Their proposal was to favor agencies with shorter lengths of stay in funding decisions. This paper describes how BOMIS data concerning Boysville client length of stay and its relation to client outcomes was used to successfully challenge a potentially harmful state policy. |
