As a result of improved bibliographic reference systems, reduction of library budgets and rising prices of publications, greater demands are made on interlibrary load staffs to located scientific and technical material outside the library to satisfy information needs. Traditionally, publications published outside the United States by non-multinational foreign publishers and foreign organizations have been the most difficult to identify and obtain. Information about foreign publications is scattered. This paper investigates different types of mechanisms for verifying citations to foreign publications and locating sources.
